**Decision:** AUTHORIZED — promotion.scale_application ratified on the REVIEWED-70 Q2 substitute condition, grant scope legacy-witness-promotions ONLY.
**Notes:** Jurist confirmation filed verbatim at chamber-library/docs/scale-application-levi-pilot-JURIST-RULING-2026-07-24.md; report + Addendum at
docs/scale-application-levi-pilot-REPORT-2026-07-24.md. Condition met on all four legs. Carried with the grant (not conditions): (1) §6 substitution does NOT hold — source-fidelity remains undischarged; Flag-1 (pin V-TEXT reference params) is now LOAD-BEARING → no V-TEXT graduation runs before it closes; (2) corpus-scale arithmetic ~325-430 human-hours across 1,297 files is a steward pacing fact. converter-worse recorded UN-EXERCISED (not passed) alongside curation-to-carry; the 485 "mostly CONTENTS" characterization is inference pending census; fold extension to move into declared data. curation-to-carry's first demonstration bound to the first genuinely hand-curated work (open). Braşov adjudication + negative-control discipline affirmed.
