## REVIEWED-70 — PENDING-70 — The legacy witness, scale-application, and character-as-image (design-gate passed with a substitute Q2 condition)
**Date:** 2026-07-23
**Decision:** AUTHORIZED — proceed per the ruling (filed verbatim at chamber-library/docs/scale-application-legacy-body-JURIST-RULING-2026-07-23.md; package + Addendum: chamber-library/docs/scale-application-legacy-body-JURIST-PACKAGE-2026-07-23.md).
**Notes:** Corrections in force:
- Q1 — claim scope degrades with the witness (curated → curation-preserved; legacy → no-regression-floor), stated with the obligation; corrects a defect in the one-door ruling's own wording. `witness_class: curated|legacy` = positive attributed attestation (by/date), never inferred from date/conversion_method.
- Q3 — a character-bearing image dropped from a word is a §V Tier-3 alteration by omission (constitutional); glyph→Unicode map = catalogued Tier-2 declared data. HARD PRECONDITION: glyph-mapping wired AND demonstrated on Levi's three sites (Wstawać, Brașov, Oświęcim) before any imaged source enters the one-door lane — including the pilot's own conversion. calibre+cruft-strip retro-diagnosed ineligible for imaged sources (2nd application of the v2.3.0 rule). Wave reframed as verbatim-fidelity restoration.
