+**DN-GOV-05 (Bounded Self-Repair Principle):** Authorized as DESIGN COMMITMENT. Four-condition framework (reversibility, within parameters, independent verifiability, steward-legible framing) is sound. **Suspension clause:** enforcement mechanics not active until AF-7 reaches design commitment status. The principle is named and load-bearing in constitutional reasoning; it does not authorize autonomous self-repair actions until external review is constitutionally specified.
