fr cell closed: the one-shot spent, and the population trap recorded

The ratio was derived once on the stewards act. The finding worth carrying is not the
number but what sat under it: two populations disagree, and the instance figure 1:9 is
numerically identical to the retired VOID figure under a different population. Writing
it would have read as confirming the old number while silently changing what was
counted, on an act that cannot be re-run.

Against §6.2s A:B approx 1:1 the inherited fr gold does not meet the rule. Recorded as
measured fact; what follows is not decided here.

Closed is not settled, and both records say so.

**The bare `ratio_A_to_B` is RETIRED, and the reason is a trap rather than tidiness.** Two
populations disagree — and the instance figure is **numerically identical to the retired VOID
figure under a different population**:

A derivation writing "1:9" would have read as **confirming the old number while silently changing
what was counted**, on an act that cannot be re-run. REVIEWED-118 pt 3 settles the population: the
retraction of ONE span, L926, is recorded as *"1 A : 9 B becoming 1 A : 8 B"* — spans. Both figures
derived by **enumeration**, never subtraction; cross-checked against `distinct_spans_grounded` (8)
and `bound_instances_grounded` (10).
⚠ **AGAINST §6.2's A:B ≈ 1:1 THE INHERITED fr GOLD DOES NOT MEET THE RULE** — 1:7 by spans, 1:9 by
