docs(PENDING-139): ADDENDUM 1 — (a) already landed; (b) needs an anchorless residual scan

Status correction the item's own Awaiting: line concealed — option (a) was built
2026-08-31 under REVIEWED-132 (PENDING-173 + ADDENDUM 1), and the code says so at
governance-drift-check.py:219. That also explains the standing 'built without a
ruling' flag: ruled under another item's entry, so no entry names this one.

The jurist's condition on (b), demonstrated against the module's own compiled
patterns with positive controls rather than predicted: RE_HEAD_LINE (^#{2,3}\s+)
and RE_INBODY (^\*\*…) both anchor at column zero. An indented heading is not
counted as unclassifiable — it is not counted at all, so the NOT-ESTABLISHED
figure cannot tick for it. A count of unclassifiable headings sharing the
classifier's anchor is a negative result with no positive control, in the
instrument built to catch that class. (b) must scan anchorless or it inherits
the blind spot it exists to close.

**Filed by the executor at the jurist's direction**, which asked that the constraint below
sit here as a **condition on option (b)** rather than in PENDING-181 as evidence for it.
**⚠ FIRST, A STATUS CORRECTION THIS ITEM'S OWN `Awaiting:` LINE CONCEALS.** Option (a) —
widen the header regex, accept `ADDENDUM` alongside `AMENDMENT`, cover `###` depth — **was
built on 2026-08-31 under REVIEWED-132 (PENDING-173 + ADDENDUM 1)**, and the code says so
at `governance-drift-check.py:219`. This item still reads *"**Awaiting:** Steward
authorization"*, which is where the eye goes and the last thing anyone updates. **A dated
measurement is not a status**, and the field that carries the staleness is the one the
reader trusts most.
⚠ **This also explains the standing `⚑ built without a ruling` flag against this item:**
the work was ruled, but under **another item's** REVIEWED entry, so no entry names
PENDING-139. The flag is correct and the breach it suggests is not there — **it is the
record gap the check says it is.**
**THE CONDITION ON OPTION (b), AND IT IS NOT A PREDICTION.** Option (b) is *"emit a count
of amendment-like headings the parser could not classify, so a future unmatched form
announces itself instead of vanishing."* Tested directly against the module's own compiled
patterns, with positive controls:

`RE_HEAD_LINE` is `^#{2,3}\s+(.*)$` and `RE_INBODY` is `^\*\*(?:AMENDMENT|ADDENDUM)\b.*$`.
**Both anchor at column zero. Neither admits leading whitespace, which CommonMark permits
up to three of.**
⚠ **SO THE FAILURE IS WORSE THAN "MISCLASSIFIED".** An indented heading is **not counted
as unclassifiable — it is not counted at all.** It never enters the population the
residual count is taken over, so **the NOT-ESTABLISHED figure cannot tick for it** and the
instrument reports a clean line over a record it cannot see. **A count of unclassifiable
headings that shares the classifier's anchor is a negative result with no positive
control, in the instrument built to catch exactly that class.**
**CONDITION, therefore, on any adoption of (b): the residual scan must be ANCHORLESS** —
it must find candidate headings without `^`, and report anything the anchored classifier
then fails to place. Written otherwise, (b) inherits the blind spot it exists to close and
its silence means nothing.
**Evidence it is live rather than theoretical:** REVIEWED-138 was placed on 2026-09-10
with two leading spaces and was, for that window, invisible to this instrument, to
`wake-digest.py`'s LAST RULINGS, and to `governance_item`. Full account at PENDING-181
ADDENDUM 2. **Nothing in this item previously separated (a) from (b); this does.**
**Awaiting:** Steward authorization on the options set, now reduced — **(a) is built, so
what remains open is (b) with the condition above, or (c).**
