Built as a re-runnable instrument (`scripts/preserve-transcripts.py`) rather than a one-shot, because the retention window keeps moving. **All 43, not the 23 the item scoped** — the files expiring soonest are the older ones and they are the only residual baseline material. ⚠ **The option bundles a second act its own no-ruling justification does not license** (*"re-express the trigger"* changes an instrument a placed ruling leans on, inside the REVIEWED-123 freeze). Today showed the base rate is not low, and nothing recovers the backlog.** PENDING-164 (c) and (d) prevent the *next* loss. Neither recovers what is already lost.
