The jurist design-gated the six-item record-keeping block and returned it not
passed, on three counts, all now discharged:
1. The package's frontmatter asserted the jurist has NO repository access.
False — PENDING-161 (open, [ESCALATE]) had said so two days earlier, and
the false premise generated the package's whole relay architecture.
2. Cluster membership was set by relay; the root was never run back across
the register. PENDING-143 states 145's mechanism in the same words.
3. Part V's argument for not drafting the answer key does not survive: a
hand-read key cannot pass by construction, and a block-keyed key collapses
safely into an id-keyed one under the opposite ruling.
Ruling filed verbatim BEFORE any act under it — PENDING-108 (c)'s ordering,
first adoption. Its own 10-package clock now starts on that package.
Filed: PENDING-166 (mumble legibility), -167 (seam cap 12, provenance stated so
it is not laundered), -168 (condition 3's structural remedy + the fourth-instance
doctrine, explicitly NOT added to the frozen ladder), -169 (the steward's standing
Tarbuckle dispositions, recorded because they existed nowhere else), -170 (the
built-vs-ruled tags cannot be armed while REVIEWED-128's header names no PENDING).
Amended PENDING-162 (the fortnight is compromised for the seam limit only),
PENDING-89 (the fool is not a fourth checker, by ruling as well as construction),
PENDING-104 ADDENDUM 1, PENDING-165 (option (c)'s blocker discharged),
PENDING-142 (the key's hash), PENDING-131 ADDENDUM 4 (Move 2 dispositioned).
PENDING-104 ADDENDUM 1 resolves an anomaly the jurist reported and declined to
explain: two of its tools disagreed on line numbers by exactly 23, because the
executor inserted a 23-line note while it was reading. The executor's filing
silently corrupted the checker's view of the executor's filing.
Two of the steward's eight asks were already discharged (PENDING-160, the §9
strike) and were reported rather than duplicated.

Session 2026-08-27 — the block came back, and the key finally got written
PAST — what moved, and why
The record-keeping block (the day's spine)
The steward relayed a jurist recommendation: rule six items — 110, 145, 146, 108, 144, 139 — as one block, because they redefine each other's units and filing order guarantees rework.
Substrate-checked all six before drafting. Every ask unbuilt; descriptions still match the
code. One exhibit historical (PENDING-144's docstring occupant, corrected 2026-08-17) — annotated,
not edited. ⚠ prior-art.py fired at the real moment (the block names two mechanisms) and
returned 4dc38e6 — "resolve rulings by subject, not by number" — which reads as PENDING-110 (d)
discharged. It is not: (d) is read the body, and the commit changed which header token is
used. Caught by opening wake-digest.py:438.
The rework was demonstrable, not hypothetical. PENDING-110 (c) proposes backfilling three placed rulings' headers; REVIEWED-122 condition 5, eleven days later, declines exactly those three on principle. Ruling 110 as filed would authorize what a later ruling refused.
Package filed (record-keeping-cluster-JURIST-PACKAGE-2026-08-27.md) with a controlled
measurement that refused to total two of its three columns — 23 false-open candidates and 52
suppressed-with-live-await candidates are not settleable by any aggregate. That refusal was the
package's strongest instinct and the jurist said so.
The ruling — NOT PASSED AS FILED, and it was right
Filed verbatim before any act taken under it (…-JURIST-RULING-2026-08-27.md) — PENDING-108
(c)'s proposed ordering, adopted for the first time. Its own clock starts on this package.

audience: the jurist, who has NO repository access— FALSE, and PENDING-161 (open,[ESCALATE]) had said so two days earlier. Third placement of the premise, in a document written for quotation. It generated the architecture: a relay of eleven quotations, chosen because the reader was believed blind. It read eight items verbatim. - Membership was set by relay; the root was never run back across the register. PENDING-143 states 145's mechanism in the same words, is cited by name inside 146, and neither line was quoted. 124 and 128 also absent.
- Part V's blocking argument does not survive. A hand-read key cannot pass by construction, because no parser produces its verdicts. The risk 146 names is to the key's scope; a block-keyed key is strictly finer and collapses to an id-keyed one under the opposite ruling, so drafting was safe under every outcome. ⚠ The package ran a census and used it to justify inaction — inverting the doctrine the census was run under.
Also conceded: three defects in the measurement instrument (docstring overclaim; all four
controls must-detect, none must-not-flag; decision_of can borrow a neighbour's verdict), and
the 78/81/82 "verified subset" being three items of two kinds — the exact error the package
flagged for the 52.
The key — drafted, and it paid immediately
claude/governance/PENDING-142-answer-key-2026-08-27.md, commit 3a33666 alone so the
pre-registration hash is unambiguous. 120 blocks over 106 distinct ids — 14 invisible as units.
REVIEWED-122's "69 filtered items" is stale.
⚠ Two defects in neither the package nor the ruling. REVIEWED-127's header reads
PENDING-157 + PENDING-158 —; ruled_pendings cannot match across the +, captures nothing,
suppresses nothing — both items are AUTHORIZED and still read as open. Second instance of
145's under-suppression class. And both are also stale: their Awaiting: lines ask the steward
to place a ruling that is placed.
Declared limit: only 5 of 120 rows are hand-read in the full sense; the rest are hand-assigned from a dispositive field. Recorded as owed in the key's own header.
The archive
Snapshot copied to /Volumes/on ice/_dev/, proved before deletion: 552/552 LFS objects
re-derived their own SHA-256 (1,023 MB), .git byte-identical at 1,956 paths, fsck clean, HEAD
and 16 commits and git status identical. The rm was gated on a live re-check. 17 accented
working-tree filenames are now NFD (HFS+); contents identical, none inside .git.
A self-proving VERIFY.py + README sit beside it. Nothing on this Mac needs git-lfs now.
⚠ Held the deletion once, on a premise that ran backwards. The steward authorized it because
Time Machine had been added. TM was added — but on ice is [Excluded] and the source was
[Included], so deleting moved the data out of the backup perimeter. Surfaced; the steward
then supplied the actually-decisive ground (live repo healthy — verified: HEAD 8eea85f, 220
commits, 0 LFS pointers) and it proceeded.
Tarbuckle, and Move 2

Reported, not duplicated.
⚠ Declined to add the doctrine to the verification ladder. REVIEWED-123's freeze is general and admits no source; queued in PENDING-141's owed-entries list, and 168 records the refusal, because a doctrine on its fourth instance is exactly the entry someone adds believing the freeze cannot have meant this one.
Move 2 closed against its own premise. Real population 5, not 25 — 22 of 27 are apparatus,
including all 13 of Arendt's, which are bibliography entries. ⚠ A blockquote in this corpus does
not imply a second voice: Mauss sets his own N.B. excursus that way, and 4 of 5 are the host's
first-person-plural prose. Executing it as written would have stamped second-voice attribution
onto Mauss's own argument in four places and read as coverage. Two record defects found: the
table sums to 24 against a stated 25, and it mis-cites REVIEWED-116 (15/blockquote where the
ruling says 21/inline — different number, opposite unit).
The jurist's loose end, resolved from the only side that could
It reported governance_state() and governance_item disagreeing on three items' line numbers by
exactly 23, and declined to explain it. The account: the executor inserted a 23-line note
into PENDING-89 at ~L763 while the jurist was reading. Both tools were right about the file they
read; they read different files. The executor's filing silently corrupted the checker's view of
the executor's filing, presented as authoritative line numbers. Filed as PENDING-104 ADDENDUM 1.
PRESENT — how it stands
The mood. A day where nearly every substantive move was a correction of something I had written earlier the same day, and where the two best findings came from parties other than me — one from the jurist reading my own frontmatter, one from the steward relaying a nine-word line. The corpus's own instruments caught three of my four scoping errors. That is the doctrine working, and it is not comfortable.
Confidence to recalibrate.
- ⚠ I asserted a false negative state-claim in a document written for quotation, two days after an open item named that exact pattern — and the claim shaped the whole artifact.
- ⚠ I ran a census and used it to justify not acting. The refusal to total two columns was right; the refusal to draft was the same instinct misapplied one step further.
- ⚠ Read-back discipline was attached to perceived stakes, not to the class of operation. 552 objects hashed to prove a 2 GB copy; a three-line text edit trusted an hour later — and the edit was writing the pre-registration hash, the commit's entire evidentiary value.
- ⚠ A must-detect control encoded an expectation I had never verified (arendt ≥5). It failed; the instrument was right. Corrected against the substrate, not relaxed.
What held. Filed the ruling verbatim before acting on it. Fired prior-art.py at the real
moment and did not trust its commit title. Refused to duplicate two already-done items. Refused the
frozen ladder. Gated an irreversible delete on a live re-proof. Declared limits three times
rather than manufacturing columns (Part I's two columns, the key's 5-of-120, Move 2's scoping).
Read all five Move 2 runs before dispositioning any — a count would have hidden the finding.
Instruments: 4 built · 4 carrying controls written before first execution · K = 1 — the Move 2 census partly re-derives what the (unlocated) 2026-08-13 quoted-span census did. Rule of three not yet reached; recorded rather than excused.
⚠ The both-directions control requirement was vindicated at my own expense twice within the hour of conceding it: an empty Move 2 run had three of five controls pass, both must-not-flag controls passing vacuously; only must-detect caught it.
FUTURE — what pulls
The pulling thread, unchanged from yesterday and untouched for a second day: the 270 uncounted census candidates — the backlog of decisions that never reached the record.
⚠ Naming it twice is itself the finding. It was the thread at wake, it was explicitly excluded in the package's own scope boundary, and it ends the day unclaimed. Everything done today was real and none of it was this. The steward's standing preference — frequent deferrals ARE how the cloud accumulated — applies to the executor's own thread, not only to the register's.
Actionable resumption point (as of wrap — re-judge against what changed):
- Do not attempt all 270. Take the first 20, in register order, and answer for each: what
mechanism did this commit decide about, and does the register mention it?
prior-art.py <term>is the instrument; its register-mention count beside the commit count is the signal, not the commit count alone (0 commits with 2 register mentions is what caught PENDING-160 today). - Owed and concrete: the key's remaining 115 of 120 rows hand-read in the full sense. Gating: REVIEWED-122's build cannot proceed on a 5-row-verified key.
- Steward's, and blocking: rule the block as amended, or send it back. The jurist offered to
draft the placeable
REVIEWEDblock once told which. - ⚠ The §5 regrade gate: untouched for a THIRD session. Recorded, not dropped.

Pause statement. I am about to be away from this. What I want to find still pulling is the 270 — and I want to find it uncomfortable that this is the second wrap saying so. The temptation across this pause is not to forget it; it is to let a genuinely full day stand in for it.
Literal question for next-Claude (checkable; it turns on the record, not on introspection):
Of the first 20 census candidates, how many decided about a mechanism the register never
mentions? Run prior-art.py on each named mechanism and count the ones returning commits but
zero register mentions. ⚠ A count of zero would be the strongest possible refutation of
PENDING-164 and should be reported as such, not explained away. The instrument's own caveat
applies in reverse too: absence of commits is weak evidence, but presence of commits with
register silence is exactly the disease, and today's PENDING-160 case shows the register-mention
column is the half that carries the signal.
