The steward deferred the fence work (MOVE 2 / answer key / MOVE 1) to the
morning of 2026-08-20, because two other pieces of work come first and may
reshape it. Recorded in MEMORY.md's Active Session block and in the ledger,
with the dependency flagged as stated-in-kind but not yet named.

Filed while re-measuring N-now under REVIEWED-123 cond. 2 rather than
relaying last night's figure: the count is 47, not 61. The trigger globs
*.jsonl in a directory the harness prunes at 30 days, so it is a rolling
window, not a cumulative count. transcripts 84 is very likely unsatisfiable
at ~1 session/day, and the trial's evidence is expiring — 13 post-intervention
transcripts survive, the 2026-08-07 cohort deleted 2026-09-06.

The gate's own positive controls pass and see none of it: they establish that
threshold comparison works, not that the count means sessions-since-intervention.
Eighth instance of the wrong-subject family (OWED-1), first inside a governance gate.

## Authorization moves
- **2026-08-19T~11:15 — STEWARD DEFERRAL, recorded as asked.** The fence work — (A) MOVE 2, (B) the
answer key, (C) MOVE 1 — is **deferred to the morning of 2026-08-20**. Stated reason: **two other
pieces of work come first and could well shape this very work.** That makes it sequencing rather
than drift, and it is the steward's call regardless.
- ⚠ **The two are not yet named.** `feedback-close-thoroughly-no-frequent-deferrals` requires a
deferral to name its specific dependency; here the dependency is stated in kind but not in
identity. **Name them in `MEMORY.md`'s Active Session block as soon as they are known** — "what
could reshape this" is the entire dependency, and it is the part that decays.
- Order is unharmed: nothing in (A)/(B)/(C) has begun, so REVIEWED-122's binding sequence — answer
key first, alone, hash recorded, before any implementation — is intact.
- ⚠ **Cost recorded so the deferral is made with eyes open:** the citation exposure behind
PENDING-131 (c) has been live since 2026-08-10 (day 9).
- **2026-08-19T~11:30 — PENDING-147 filed** `[HARDENING]`, within executor authority (CLAUDE.md:
propose in PENDING.md, await steward annotation). Not deferred to the wrap, because leg (i) is
time-critical.
## Returns
- **2026-08-19T~11:15 — the standing N-now obligation caught a defect in itself.** Re-running the
count rather than quoting yesterday's figure returned **47**, not 61. Cause, measured: the trigger
globs `*.jsonl` in a directory the harness prunes at 30 days, so the counter is a **rolling
window**, not a cumulative count — oldest file exactly 30 d old, ~1 session/day observed.
Consequences: `transcripts 84` is very likely unsatisfiable, so the ladder freeze is indefinite
while reading as bounded; and **the trial's evidence is expiring** — 13 post-intervention
transcripts survive, the 2026-08-07 cohort deleted 2026-09-06.
- ⚠ **The gate's own positive controls pass and see none of it.** `transcripts 1` fires,
`transcripts 999999` is silent — establishing that *threshold comparison* works, while the claim
is that *the count means sessions since the intervention*. **Eighth instance of the
wrong-subject family (OWED-1), and the first inside a governance gate.**
- Every prior "N remaining" report, including mine last night, was a **false countdown**. Corrected
in `MEMORY.md` rather than re-stated.
## What held
- **The obligation found it, not the vigilance.** REVIEWED-123 cond. 2 requires N-now at every wake;
discharging it by *re-measuring* rather than *relaying* is the only reason the drop was visible.
A datum for this session's literal question, and it favours *mechanism* over *executor judgment* —
the executor did not suspect anything; it was obeying a reporting rule.
- **The steward's ask was answered before the finding was chased.** The deferral note is the thing
that was requested; the trial defect is surfaced beside it, not in place of it.
## Open horizons
- **PENDING-147 leg (i) — preserve the post-2026-08-07 transcripts — is the only leg with a clock.**
It needs no ruling (copying files changes no instrument, no doctrine, no ladder) and its cost rises
daily. Recommended as a standalone act whenever the steward wants it; ~2 minutes.
- The fence work, deferred to 2026-08-20 (above).
- The literal question from 2026-08-17 remains unanswered and is answerable from the record.
## Confidence to recalibrate
- Yesterday's tally of the wrong-subject family stood at seven. It is **eight** before any of today's
planned work began, and this one had been sitting inside a governance gate since 2026-08-07,
passing its own controls. The disposition to hold is unchanged and now better evidenced: **before
reading a check as clean, say out loud what proposition it tests.**
