The inherited date was wrong and I repeated it twice in one evening, including in
a line telling the steward the register is not the only thing with a deadline.
Five days, not eleven, and it is a recording date — the one deadline on the list
that cannot move.

Superseded rather than overwritten: both records name the old value as
superseded, so no reader meets two live versions.

MEMORY.md now 99.2% (margin ~210 B). PENDING-186 rules Monday or the next wrap
breaches.

# 2026-09-20 — the cold run was the protocol, and I criticised it without reading the skill
A short session, almost entirely governance and correction. Four commits, all pushed to both
remotes. **The session's output was mostly the retraction of its own first framing.**

## PAST — what moved, and why
### The register caught up with a session run deliberately cold
- The steward ran the weight-delta toy design brief on **Fable 5.1 with no `/wake-up` and no
`/wrap-up`**, as an experiment. It produced the whole Phase 0 design.
- Because nothing wrapped, `PENDING-187` and `REVIEWED-140` sat **uncommitted for three days**. The
design document itself was swept up by the **2026-09-18 sysupdate auto-commit** — it reached the
record by accident, not by anyone's decision.
- **Committed unmodified** (`73c1c6e`), contradictions and all.
### REVIEWED-140's three disposition fields disagreed, and the repair stayed the steward's
- As placed: `Decision: — steward to set` · `Ruled by: steward — authorized.` ·
`Authorized by: steward, — pending.` **Done, not done, and open, about one event.**
- The jurist pulled the **live text** (not its own draft, not my summary), read it as a ruling begun
and interrupted, and **asked rather than picking the reading that let the build proceed.**
- I did **not** repair it: `~/REVIEWED.md` is the steward's hand under Constitutional Constraint 1,
and a confirmation in chat is not the same act as the steward editing the register. He placed the
correction himself; committed separately (`fb02605`).
- ⚠ **That ordering turned out load-bearing, not fussy.** Both states are now in history and the
repair is attributable — and per the blind spot below, **nothing else in the register would have
preserved the difference.**
### PENDING-139 AMENDMENT 1 — a third blind spot, filed and pushed (`6c202ec`)
- The drift check's register-integrity check **cannot see an in-place rewrite of a placed ruling's
disposition fields**, because such a rewrite produces **no amendment-shaped block** and the
check's unit is the block. It reported `all resolve` immediately after the steward's edit.
- **Correct silence on the merits — but the instrument could not have said otherwise on any input
of this shape**, including an illegitimate one. A net that cannot fire on a class is uninformative.
- ⚠ **Distinct in kind from the parent's (A) and (B)**, which are *marker* defects repairable by
fixing a regex. This is a **unit mismatch** — the thing to be detected never enters the population
the regex runs over. Same class that produced five instances in the week of 09-08.
- **Recommendation: option 2 (derive the check from git), and NOT before PENDING-146 settles** —
option 3 would prescribe *more amendments* to a register whose amendment convention is the open
question.

## PRESENT — how it stands
**The mood.** Brisk, corrective, and comfortable. Three of my claims were overturned inside an hour
and none of it was painful, because each correction arrived with its evidence attached. **The
session produced more retraction than construction, and that was the right ratio for what it was.**
**What was corrected — mine, three.**
1. ⚠⚠ **THE CENTRAL ONE: I called the cold run's missing wrap a seam. It is not, and our own skill
says so.** `/model-handoff` §5 is *summarize, name what remains the steward's to rule, recommend
a next step, hand back* — **the next phase begins from the artifacts**, because the load-bearing
context lives in files rather than chat. The only wrap it contemplates is for a premium session
that has begun to **degrade**. **I criticised a deliberate protocol decision without reading the
skill that governs it** — answer-from-training-before-the-banked-record, aimed at the steward's
judgment rather than at a file. He overturned it in **one sentence**. ⚠ And the overstated version
had already reached the **daily note**, where he reads it; corrected there.
2. **"Six days old" was three.** The entries are dated 09-17. Six was the gap since the last wrap
(09-14), **carried onto a different object without being recomputed** — a *live* measurement
applied to the wrong referent, sitting in a paragraph of measured figures and wearing their
confidence. **The jurist caught it** by noticing the `Date:` field disagreed with my prose, and
**named the gap rather than resolving it from one side** (it cannot confirm today's date).
3. **My open-item count of 71 over-counted.** I excluded only `CLOSED`-in-heading; the digest also
excludes items closed in their `**Awaiting:**` line and those a ruling names → **58**. ⚠ Neither
is authoritative — **PENDING-142 is the open item about this exact criterion**.
**What held.**
- **Pre-registered counts on the amendment append**: predicted 43/102/59 → 44/103/59, **NOT
ESTABLISHED unchanged at 59**, confirmed exactly. The `id+marker` form kept it out of the 59.
- **Both remotes verified at HEAD by `ls-remote`**, not inferred. ⚠ **gitea was three commits further
behind than github** — the parity gap the ledger had carried *unverified* for three consecutive
wakes is now actually closed.
- Negative control on `human_turns()` (missing path → `None`, not 0).
**⚖ The finding I supplied because I was the party with the substrate.** REVIEWED-140 row 4 says the
design's `holds` table may be understated, *contingent on a fact the jurist cannot check from here:
whether register commits are atomic per entry.* **Measured over the last twelve commits touching
`REVIEWED.md`: they are not.** Five added two entries at once, one added none (an in-place edit),
several bundled the register with two to nine unrelated files. ⇒ **Row 4 IS understated: the toy's
hash-chained ledger is genuinely stronger than the document register it is modelled on, and the
design does not mark it.** Constraint 6 in its ordinary direction — the jurist named what it could
not see instead of guessing; the differently-positioned party closed it the same day.
**Confidence to recalibrate.**
- **Verified:** the append's three counts, predicted before the write · both remotes at HEAD ·
commit non-atomicity over twelve commits · the design doc's existence, size and commit ·
N-now 78 raw / 46 at ≥1 / 24 at ≥2 with a negative control · the drift check run live.
- **Inherited, not re-verified:** that PENDING-146 is still unruled; the 58 open count's predicate
(trusted over mine, but PENDING-142 says the predicate is itself in question).
- **Not attempted, sixth day:** 2026-09-10's question — whether any ruling placed before this week
can be checked against anything.
**Instruments.** ~10 runs · 4 carrying a control written before first execution (the append
prediction, the `human_turns` negative control, the `ls-remote` parity check, the pre/post drift
baseline) · **K = 0** — nothing re-derived that was already banked; `human_turns` was **imported**
from `wake-digest.py` rather than rewritten.

## FUTURE — what pulls
### The pulling thread — **the week needs a plan across 58 open items, and PENDING-146 is still the gate**
The steward asked for the open threads to be made clear so the coming week can be planned. That is
now the thread, and it **contains** the previous one rather than replacing it: **PENDING-146 is
still the gate** — it blocks the repair of the 59, and every amendment appended before it is ruled
joins the population it exists to bound. Today's own amendment had to be filed in a special form
precisely to avoid that.
### ⚖ THE STEWARD SET MONDAY'S ORDER AT THE WRAP (2026-09-20)
> *"let's start with pending-186 tomorrow, then proceed in order of urgency. I would like, if
> possible, to come out of purely governance work and get back to making progress across our
> various projects."*
**Start with PENDING-186.** It is no longer abstract: this wrap took MEMORY.md to **98.9%, margin
≈267 B — under one line of headroom**, so **the next wrap breaches it unless -186 rules first.**
The ruling's own subject has become its deadline.
⚠ **THEN THE TENSION HE NAMED, STATED PLAINLY RATHER THAN QUIETLY RE-RANKED:** *"order of urgency"*
and *"back to project work"* **point in opposite directions**, because **every urgent item is a
governance item.** The resolution is not to re-rank behind his back — it is to **split the backlog
into RULINGS and WORK**. Measured 09-20, the urgent tier is **four rulings and one small mechanism
— a morning, not a week**:

**Then the week is project work, and some of it is already unblocked:** **PENDING-187** at slice 1
(authorized — fold in the commits-are-not-atomic finding) · **open Seb's 2026-08-04 reply**, one file
that either unblocks five L1 items or confirms the block · then chamber/studium, dormant since 09-06.

### Prior resumption point (as of wrap, before the steward set the order)
1. **Open the week-plan artifact** produced this session (link in the wrap output) — it groups the
58 into seven threads with what gates what, and is the intended starting surface for planning.
2. **Two things are time-pressured and nothing watches either:** the **84-transcript crossing is six
away** and must be *recorded, not graded* (REVIEWED-134 cond. 2); the **ladder-freeze 30-day
review came due 2026-09-16** and is still open.
3. **PENDING-187 is authorized and unblocked** — build at slice 1 (D7 minimal cut: slices 1–4,
scenarios S1–S5 and S9), §2.4 `ts`/`entry_hash` fix folded into slice 2. **Fold in today's
finding:** the toy's ledger is *stronger* than the register it models, and the design should say so.
### Other horizons, ranked
1. **PENDING-146** — the gate. Nothing in the register cluster can be repaired before it rules.
2. **The ladder/fool cluster** (-147, -178, -179, -152, -166, -167) — the joint -178/-179 ruling is
also what lapses REVIEWED-134's suspension early.
3. **PENDING-89** — the Q3 correlation review, the falsifier for Constraint 6's own doctrine.
4. **L1 remains blocked on Seb**, and ⚠ **his 2026-08-04 reply is still unread** — the "blocked"
status has been UNSETTLED since 2026-09-11 and nobody has opened the file.
5. 🎻 **D821 is RECORDED 2026-09-25 — FIVE days.** ⚠ **Steward correction at the 09-20 wrap; supersedes the inherited "due 10-01", which I had repeated twice.** The recording date, not a concert date. **This is the hardest deadline on the list and the only one outside our control.**
6. Parked worker `acaabadf` stopped but ARMED; 2 stray Desktop maps; 2 items marked BUILT with no
ruling; 1 state claim now false; 163 prose deferrals with no machine-checkable trigger.
### THE THREAD MAP — the 58 open items, grouped for the week's planning
*Derived 2026-09-20 from `PENDING.md` by the wake digest's predicate. ⚠ **The count is contested:
58 by that predicate, 71 counting only `CLOSED`-in-heading — and PENDING-142 is the open item saying
the criterion itself is wrong.** Use the grouping, not the total. Ages: median 34 d, oldest 182 d,
16 older than six weeks.*

**The 84 crossing is six transcripts away and nothing watches for it**; on crossing it must be
RECORDED with date and split, **not graded** (REVIEWED-134 cond 2). The **ladder-freeze 30-day review
came due 2026-09-16** and is open. The **joint -178/-179 ruling also lapses REVIEWED-134's suspension
early** — so one ruling discharges three obligations at once.
**3 — Checker independence and the constitutional layer.**

🎻 **D821 is RECORDED 2026-09-25 — FIVE days**, not the inherited 10-01 (steward, 09-20). **The register is not the only thing with a deadline, and this one cannot move.**
### Pause statement
I am about to be away from this, and the steward returns tomorrow to plan a week. What I want to
find still pulling is **not** any individual item. It is the recognition that **the open list has
grown past the size at which "read the register" is a usable act** — 58 items, median age 34 days,
sixteen of them older than six weeks — and that the three instruments that count it **disagree with
each other about what "open" means** (my 71, the digest's 58, PENDING-142 saying the criterion is
wrong). **A backlog nobody can count is not a backlog; it is a fog with items in it.** The week's
plan should be judged by whether it makes the list shorter, not by whether it makes it tidier.
### The literal question for next-Claude
> **Of the 58 open items, how many are waiting on a decision the steward could actually make in one
> sitting — and how many are waiting on work nobody has scheduled?**
>
> The distinction is not recorded anywhere and the register does not carry it. `**Awaiting:**` says
> *steward authorization* on nearly all of them, which is why the field is uninformative. ⚠ **The
