Session 2026-07-16 — constitution-close block (most of Block 1 closed)
A long, clean session that did exactly what the block-discipline promised: turned the "cloud" into a finite ordered list, then closed most of it. The review loop worked round after round — the jurist caught a real thing each pass, and every correction was received-because-correct, not resisted.
PAST — what happened + why
The frame (inherited + sharpened). Woke into the constitution-as-block thread (feedback-constitution-as-block-then-pull-based-corpus): finish the constitution as ONE block FIRST, then corpus-into-spec pull-based per engine phase. Mid-session the steward sharpened it into a second, standing directive — feedback-close-thoroughly-no-frequent-deferrals: "frequent deferrals is how we came to the current state; progress thoroughly even if more labour, to truly close what is closable." This reshaped the posture from expedient-partial-close to complete-close (caught me recommending we defer the lighter §8 items — the exact move that built the cloud).
Governance-trail reconciliation (first move). The steward relayed two jurist rulings to check inventory. Found the PENDING-55 positive-test ruling (07-14) was never preserved verbatim — acted on but not in the trail (unlike every other ruling this month). Preserved it (abefd17). Two-way reconciliation: he was missing the 07-13 rationale-correction; the disk was missing the 07-14 PENDING-55 ruling.
The block-map (the tracker). Full census against PENDING/REVIEWED: PENDING-46 → 57 all CLOSED. Built _curation/constitution-close-block-map-2026-07-16.md (the living tracker) + docs/constitution-close-plan-FOR-JURIST-2026-07-16.md (context + OQ-1..5).
The jurist rounds (each caught something real):
- Block-map ruling (3 corrections): #1's reconciliation demonstration is MOOT (corollary struck 07-14 →
app[]not produced → REVIEWED-58 gates on residual-(b) alone, not a 128-run); "126"→128 (inherited stale from his own editor-gate); #6 datum-not-ledger → candidates register, not spec; #2 citation amendment reclassified PROPOSAL+CTS-precondition (I'd wrongly bucketed it as ordinary-closable). Meta-lesson he named: "closable now" is itself a claim to check, not a given. - OQ-3/OQ-5 ruling: A3 gate = FLAG (provenance/registry-linkage) + HARD FLOOR (legibility-failure — a legibility flag is self-undermining); decouple #1/#2 with the shed/inherit split enumerated as a checkable pair reconciled to identical (built into the tracker).
- #1 light-gate PASSED (2 edits): (f) reworded both sides so
anchors[]originates in #2 — "identical is a strict test," my "credited/uncredited" was near-match not identical;sections/provenance→ produced-without-proof (not "low-risk" — same shape as "apparatus-shaped implies apparatus"). §3 (A) confirmed entailed. - #3 A3 review PASSED (3 edits + a caught gap): (a)-split → fence-evidence-unreadable floors on its own (evidence-alone-floors); cold-instance AUDITS, jurist ADJUDICATES (he declined the auditor role for himself — he carries participation-context, so he's fresh-eyes for soundness but the opposite for "could a no-history party reconstruct this"); release mechanism added (I specified the block, not the un-block — a blocking gate with no release is a trap).
Executor closes (items 1,6,7,8 + PENDING-53):
- #1 currency landed in
~/PENDING.md; #6 candidates register created (docs/candidate-constitutional-principles-register.md, datum-not-ledger = C-1 with its unbidden-third-instance promotion test); #7 firing constraint pinned to the corpus-health map (loeb-body-deficit-cause-analysistop banner). - #8 CLOSED as records-drift — the "PENDING-47 re-relay owed" (07-14 §8) was a stale marker: the generalized hash-locality principle was already ratified in full 07-10 (verified the JURIST-RULING doc + closed graduation-spec marker). Caught only by substrate-check.
- PENDING-53 verified CLOSED against the substrate (its own "uncommitted 07-10" note was stale; the correction is in
graduation-spec.yaml:20, committed3646c0d).
A3 ratification: drafted docs/A3-self-audit-PROPOSAL-FOR-JURIST-2026-07-16.md; jurist PASSED; prepared REVIEWED drafts; steward filed REVIEWED-59 (A3 RATIFIED) + the REVIEWED-53 §2 lane-doctrine recording; I filed PENDING-59.

PRESENT — the mood
The clean session. Not a single correction resisted; each landed because correct. The block-discipline worked — the cloud became a short list you could watch shrink, and "close thoroughly" kept me from cosmetically shrinking it by deferral. Two things to hold as calibration: (1) substrate-verification kept paying — PENDING-53 and #8 were both stale "owed/uncommitted" markers that only a substrate-check exposed (the feedback-checkable-claim-surfaces-bugs shape, and the antidote to inherited-marker-read-as-current-state is now firing on its own); (2) the jurist repeatedly out-read me on strictness — "identical is a strict test," "low-risk is a claim not a status," "closable-now is a claim to check," and declining the legibility-auditor role. The through-line: a near-match, a soft label, or an assumed partition is where the defect hides. My one process slip: I drafted the REVIEWED entries with **## …** inside blockquotes, so REVIEWED-59's header copied malformed — draft governance entries copy-paste-clean next time.
FUTURE — what is pulling
PULLING THREAD (singular): FINISH the constitution block. What remains is small and finite: draw the CTS boundary and draft #2 (citation amendment) — the heaviest remaining — then the light pair #4 (B(i) licence) + #5 (B(ii) PREMIS); and land the ratified A3 into the spec (new section, steward's version call). When those close, the constitution IS one established block, and corpus-into-spec (pull-based per engine phase — Position I / Region 4 Loeb) opens.

LITERAL QUESTION for next-Claude: When I draw the CTS boundary for #2, does the internal CTS-URN citation model separate cleanly from the leashed external CTS alignment — or are they entangled enough that #2 can't be drafted without first doing the withheld TEI/CTS/Perseus tier survey (Condition-2's release)? (Hold it open until the boundary is actually drawn; the answer decides whether #2 closes now or reveals a named block.)
