**Date:** 2026-07-13 (original filing) · **REWRITTEN 2026-07-14** (corollary refuted on the record; steward-directed rewrite-not-withdraw).
**Tag:** [PROPOSAL] — change-class PROPOSAL (changes what graduation PRODUCES; per chamber CLAUDE.md "FIX→PROPOSAL when it changes what a gate accepts"). **Jurist editor-gate → steward ratification (REVIEWED-58), FRESH** — the prior editor-gate ruled on the struck corollary's *shape* and does NOT carry.
> **⟳ RESHAPED + LIGHT-GATE PASSED 2026-07-16 — operative proposal text: `chamber-library/docs/PENDING-58-rewrite-FOR-JURIST-2026-07-16.md`** (gate ruling: `…-light-editor-gate-RULING-2026-07-16.md`). The body below is the 07-14 record; the gated proposal supersedes it on these points (Decision-2 rulings + light-gate, all landed): **`app[]` NOT produced** (2(i); was "produced-but-uncredited") · **`anchors[]` originates entirely in the citation amendment (#2)** — #1 produces none (2(ii) + §3(A), confirmed *entailed*) · `sections`/`provenance` = **produced-without-proof** (first-citation needs its own spot-check) · the three sub-questions **RESOLVED** (see Awaiting) · **REVIEWED-58 gates on residual-(b)** (first V-DSL exercise, Block 3), not a 128-book demonstration. Shed/inherit pair reconciled to identical (OQ-5).
**WHY THIS IS A REWRITE, NOT THE ORIGINAL:** The original PENDING-58 hung on a **reconciliation corollary** — `multiset(DSL-full) == multiset(candidate_body) ⊎ multiset(app[])` — which would have turned the corpus-health map's magnitude-diagnosis ("apparatus-shaped") into a **mechanical fact** (reconciles→apparatus / doesn't→body, no eyeballing). **That corollary is REFUTED and struck** — not renamed, not quietly dropped (steward + jurist explicit: a filing that drops its central justification and keeps the conclusion is what this process exists to prevent). The sidecar wiring never *depended* on the corollary; the corollary was a bonus hung on it. This rewrite argues the remaining, untouched case on its own merits.
**THE REFUTATION, on the record** (evidence: 2026-07-13/14 session ledger; the demonstration `scratchpad/proto_reconcile.py` + `decompose_v2.py`; jurist rulings `docs/2b-sidecar-wiring-jurist-*-2026-07-13.md`):

**Awaiting:** jurist editor-gate + steward ratification (REVIEWED-58), **fresh**. Open sub-questions for the ruling: **(i)** is "produce-but-uncredited `app[]`" the right posture, or should `app[]` not be produced at all until it has a use + a proof? **(ii)** is the `anchors[]` spot-check a ratification pre-condition (block until it clears) or a fast-follow after wiring? **(iii)** does the entanglement finding warrant a standing note on the corpus-health map's interpretation (its buckets are magnitude-shaped, not causal)?
**Awaiting:** ~~jurist editor-gate~~ **LIGHT-GATE PASSED 2026-07-16** → proposal text GATED/operative. **REVIEWED-58 (landing the wiring) gated on residual-(b)** — the first V-DSL gate exercise (Block 3). Sub-questions RESOLVED (07-14 response + light-gate): **(i)** `app[]` → **NOT produced** (datum-not-ledger). **(ii)** `anchors[]` → its own **citation amendment (#2)**; #1 produces no anchors at all. **(iii)** map buckets → a **firing constraint** ("no causal claim from bucket membership"), pinned to the corpus-health map (Block-1 #7).

## PENDING-59 — A3: CoreTrustSeal-level self-audit (trust-attestation baseline conditioning OPERATIVE status)
**Date:** 2026-07-16
**Tag:** [PROPOSAL] — conditions the corpus's OPERATIVE status (a new status-gate); lane = freeze + semver (doctrinal-traceability, per the 07-10 lane doctrine).
**Summary:** The periodic trust-attestation adopted as A3 (REVIEWED-49, 07-06), now drafted + jurist-reviewed. Three dimensions (fixity excluded — stays automated): **provenance-completeness** (annual) · **registry-linkage** (annual, double-duty for A1's emergent `agent_id` signal) · **legibility-to-successor** (every 2–3 cycles). Gate strength (OQ-3): **FLAG** (honest-degradation) for the first two; **HARD FLOOR** for legibility *failure*. Legibility failure threshold: fence-verdicts-unreadable **OR** fence-evidence-unreadable **OR** doctrine-not-followable (evidence-alone-floors). **Cold-instance AUDITS, jurist ADJUDICATES.** Release from a floor: a fresh cold-instance pass, jurist-adjudicated.
**Full proposal:** `chamber-library/docs/A3-self-audit-PROPOSAL-FOR-JURIST-2026-07-16.md`. **Jurist review PASSED 2026-07-16** (`…-JURIST-RULING-2026-07-16.md`), 3 edits applied + a mechanism gap closed.
**Files affected (on ratification):** a new spec section (*Trust Attestation / Self-Audit*, cross-ref §IX); a census tool for the two flag dimensions; the cold-instance legibility-audit procedure.
**Awaiting:** ~~steward ratification~~ **RATIFIED 2026-07-16 (REVIEWED-59).** Land as a new spec section by supersession + semver on the steward's version call (v2.0.2 → v2.1.0 suggested). Jurist review passed.

- **Required correction (applied):** "…re-anchors ACROSS BOTH REPOS" (descriptive) → **"…REQUIRES re-anchoring across both repos"** (prescriptive — the gate catches the failure; nothing does it automatically; that IS the incident).
- **Change-class FIX** (downgraded from the filed [PROPOSAL] default — documents an already-existing, already-enforced mechanism; adds no gate predicate). **Lane: lightweight in-place edit**, `PENDING.md`/`REVIEWED.md` audit trail sufficient.
- **Durable lane-rule (jurist proposed, executor responded):** ACCEPT "lane tracks change-class" for `graduation-spec.yaml` (machine-data). **NARROW the `.md` generalization** — A2/A4 (REVIEWED-50/51) are FIX-class doctrinal `.md` additions that correctly took the *heavier* freeze+semver lane, because the operative axis for the constitution is *doctrinal-traceability* (a successor must trace doctrine to a dated marker), not change-class; the two coincide only for machine-data files. *[Awaiting jurist accept/narrow of this refinement.]*
- **PENDING-47 generalized principle: ratification DECLINED** (relayed text truncated — jurist won't ratify unread text). Stays `[awaiting jurist ratification]`; relay the full principle text to close.
**If AUTHORIZED:** LANDED — `_curation/graduation-spec.yaml` `layers:` block (voice_manifest annotated ⚠ + single `engine_source_binding` key + shared-word comment). YAML re-parses; bounded 6-ins/1-del. Governance record: PENDING-53. Tag commits REVIEWED-53.
- **[ACCEPTED + narrowed by the jurist 2026-07-10** (`hash-locality-ratification-and-lane-narrowing-JURIST-RULING-2026-07-10.md` §2). **Ruled rule:** machine-data files (`graduation-spec.yaml`) — *lane tracks change-class* (the code/git/`test_tools` history is the independent fallback that pins "what was true when"). The `.md` constitution — *lane tracks whether the change touches doctrine a successor must trace to a dated marker*, regardless of change-class (no code-level fallback; the prose IS the sole record). The two axes coincide only for machine-data files. Not "every `.md` edit gets the heavy lane" — a typo/dead-link fix that adds no doctrine does not.**]**

Jurist noted (not a condition): these 43 are the same gap-shape PENDING-52 closes going forward — worth attention once the queue moves.

**Decision:** AUTHORIZED — ratifying the jurist-reviewed PROPOSAL (jurist review PASSED 2026-07-16 with 3 edits applied + the release-mechanism gap closed). Advances REVIEWED-49 · A3.
**Notes:** Trust-attestation baseline conditioning OPERATIVE status. Three dimensions (fixity excluded — automated): provenance-completeness (annual, FLAG) · registry-linkage (annual, FLAG; double-duty for A1's emergent `agent_id` promotion signal) · legibility-to-successor (every 2–3 cycles, HARD FLOOR on failure). Legibility failure = fence-verdicts-unreadable OR fence-evidence-unreadable OR operative-doctrine-not-followable (evidence-alone-floors); degrees above still flag. **Cold-instance audits; jurist adjudicates the result** (neither steward nor jurist audits — both carry participation-context). Release from a floor: a fresh cold-instance pass, jurist-adjudicated. Flag home: `corpus-quality-ledger.tsv` + a dated status-marker line. Fixity stays automated (the audit confirms the automation, never re-hashes by hand). Legibility at 2–3 cycles by design (a load-bearing check run too often turns decorative).
**If AUTHORIZED:** land as a **new spec section** (*Trust Attestation / Self-Audit*, cross-ref §IX) by supersession + semver — new section = a minor bump (**steward's call: v2.0.2 → v2.1.0**). Steward directive, 2026-07-16, named while refining the constitution block-map: **"Frequent deferrals is how we came to the current state. If it makes sense, I would like to progress in a thorough fashion even if it is more labour intensive, in order to be able to say that we have truly closed that which is closable."**
Prompted by my recommendation to defer the lighter §8 items (B(i) licence · B(ii) PREMIS · PENDING-47) to keep Block 1 lean — the exact expedient move that built the cloud.
**Why:** each deferral is reasonable in isolation; the *pile* of deferred items is the very cloud that discourages him ([[feedback-constitution-as-block-then-pull-based-corpus]] — "mining in too many directions"). A block with pieces deferred is not "one established block"; it is a partially-open block wearing the word *closed*. So thoroughness-to-true-closure is not extra labour beside the goal — it IS the block-discipline's goal. This is the Prime Directive's "do things once, correctly" applied to closure.
**How to apply:**
- When closing a block, close **all of it that is closable now** — do not defer the lighter items to keep the block cosmetically small.
- Distinguish **closable-now** (drafting + its own review) from **genuinely blocked** (depends on a later phase's output). For anything not closable now, name the *specific* dependency — never a vague "defer."
- "Truly closed that which is closable" is the yardstick: at block-close, be able to say every non-blocked item is done, and every blocked one has a named, dated dependency.
- Note the "if it makes sense" — this is judgment-invited, not a command to close everything everywhere. The thoroughness is **within the block in hand** (concentrated on ONE block, per [[feedback-shorter-concentrated-sessions]]), taken all the way — not thoroughness spread across many blocks (that would re-thicken the cloud).
Resolves the apparent tension with [[feedback-shorter-concentrated-sessions]]: still one concentrated block, but taken to *complete* closure rather than expedient partial-close. Complement to [[feedback-constitution-as-block-then-pull-based-corpus]] (sequencing) — this is the completeness rule for the block you are on.

# Session 2026-07-16 — constitution-close block (most of Block 1 closed)
A long, clean session that did exactly what the block-discipline promised: turned the "cloud" into a finite ordered list, then closed most of it. The review loop worked round after round — the jurist caught a real thing each pass, and every correction was received-because-correct, not resisted.
## PAST — what happened + why
**The frame (inherited + sharpened).** Woke into the constitution-as-block thread ([[feedback-constitution-as-block-then-pull-based-corpus]]): finish the constitution as ONE block FIRST, then corpus-into-spec pull-based per engine phase. Mid-session the steward sharpened it into a second, standing directive — **[[feedback-close-thoroughly-no-frequent-deferrals]]**: "frequent deferrals is how we came to the current state; progress thoroughly even if more labour, to truly close what is closable." This reshaped the posture from expedient-partial-close to complete-close (caught me recommending we defer the lighter §8 items — the exact move that built the cloud).
**Governance-trail reconciliation (first move).** The steward relayed two jurist rulings to check inventory. Found the **PENDING-55 positive-test ruling (07-14) was never preserved verbatim** — acted on but not in the trail (unlike every other ruling this month). Preserved it (`abefd17`). Two-way reconciliation: he was missing the 07-13 rationale-correction; the disk was missing the 07-14 PENDING-55 ruling.
**The block-map (the tracker).** Full census against PENDING/REVIEWED: **PENDING-46 → 57 all CLOSED**. Built `_curation/constitution-close-block-map-2026-07-16.md` (the living tracker) + `docs/constitution-close-plan-FOR-JURIST-2026-07-16.md` (context + OQ-1..5).
**The jurist rounds (each caught something real):**
- **Block-map ruling** (3 corrections): #1's reconciliation demonstration is **MOOT** (corollary struck 07-14 → `app[]` not produced → REVIEWED-58 gates on **residual-(b)** alone, not a 128-run); "126"→**128** (inherited stale from his own editor-gate); **#6** datum-not-ledger → **candidates register, not spec**; **#2** citation amendment **reclassified** PROPOSAL+CTS-precondition (I'd wrongly bucketed it as ordinary-closable). Meta-lesson he named: **"closable now" is itself a claim to check, not a given.**
- **OQ-3/OQ-5 ruling:** A3 gate = FLAG (provenance/registry-linkage) + HARD FLOOR (legibility-failure — a legibility flag is self-undermining); decouple #1/#2 with the shed/inherit split enumerated as a **checkable pair reconciled to identical** (built into the tracker).
- **#1 light-gate PASSED** (2 edits): (f) reworded both sides so `anchors[]` *originates* in #2 — "identical is a strict test," my "credited/uncredited" was near-match not identical; `sections`/`provenance` → **produced-without-proof** (not "low-risk" — same shape as "apparatus-shaped implies apparatus"). §3 (A) confirmed **entailed**.
- **#3 A3 review PASSED** (3 edits + a caught gap): (a)-split → fence-**evidence**-unreadable floors on its own (evidence-alone-floors); **cold-instance AUDITS, jurist ADJUDICATES** (he *declined the auditor role for himself* — he carries participation-context, so he's fresh-eyes for soundness but the opposite for "could a no-history party reconstruct this"); **release mechanism added** (I specified the block, not the un-block — a blocking gate with no release is a trap).
**Executor closes (items 1,6,7,8 + PENDING-53):**
- **#1 currency** landed in `~/PENDING.md`; **#6** candidates register created (`docs/candidate-constitutional-principles-register.md`, datum-not-ledger = C-1 with its unbidden-third-instance promotion test); **#7** firing constraint pinned to the corpus-health map (`loeb-body-deficit-cause-analysis` top banner).
- **#8 CLOSED as records-drift** — the "PENDING-47 re-relay owed" (07-14 §8) was a **stale marker**: the generalized hash-locality principle was already **ratified in full 07-10** (verified the JURIST-RULING doc + closed graduation-spec marker). Caught only by substrate-check.
- **PENDING-53 verified CLOSED** against the substrate (its own "uncommitted 07-10" note was stale; the correction is in `graduation-spec.yaml:20`, committed `3646c0d`).
**A3 ratification:** drafted `docs/A3-self-audit-PROPOSAL-FOR-JURIST-2026-07-16.md`; jurist PASSED; prepared REVIEWED drafts; steward **filed REVIEWED-59** (A3 RATIFIED) + the **REVIEWED-53 §2** lane-doctrine recording; I **filed PENDING-59**.
**Chamber commits:** `abefd17`→`2716a3f` (11 unpushed — Gitea/steward call). Dotfiles: PENDING.md + REVIEWED.md + MEMORY.md + 2 new memory files (this wrap commits+pushes).
## PRESENT — the mood
The clean session. Not a single correction resisted; each landed because correct. The block-discipline *worked* — the cloud became a short list you could watch shrink, and "close thoroughly" kept me from cosmetically shrinking it by deferral. Two things to hold as calibration: (1) **substrate-verification kept paying** — PENDING-53 and #8 were both stale "owed/uncommitted" markers that only a substrate-check exposed (the [[feedback-checkable-claim-surfaces-bugs]] shape, and the antidote to inherited-marker-read-as-current-state is now firing on its own); (2) the jurist repeatedly out-read me on **strictness** — "identical is a strict test," "low-risk is a claim not a status," "closable-now is a claim to check," and declining the legibility-auditor role. The through-line: a near-match, a soft label, or an assumed partition is where the defect hides. My one process slip: I drafted the REVIEWED entries with `**## …**` inside blockquotes, so REVIEWED-59's header copied malformed — draft governance entries copy-paste-clean next time.
## FUTURE — what is pulling
**PULLING THREAD (singular): FINISH the constitution block.** What remains is small and finite: draw the CTS boundary and draft **#2 (citation amendment)** — the heaviest remaining — then the light pair **#4 (B(i) licence)** + **#5 (B(ii) PREMIS)**; and **land the ratified A3 into the spec** (new section, steward's version call). When those close, the constitution IS one established block, and corpus-into-spec (pull-based per engine phase — Position I / Region 4 Loeb) opens.
**ACTIONABLE RESUMPTION POINT (as of wrap — re-judge against what changed):**
- chamber-library `main` clean, **ahead 11** (unpushed — Gitea/steward call). Block-1 tracker: `_curation/constitution-close-block-map-2026-07-16.md`.
- **CLOSED:** #1 text (wiring→REVIEWED-58 on residual-(b), Block 3) · #3 A3 RATIFIED (REVIEWED-59; PENDING-59 filed) · #6 · #7 · #8 · PENDING-53 · the 2 loose principles.
- **First executor move = #2 citation amendment — DRAW THE CTS BOUNDARY FIRST** (internal CTS-URN model [allowed] vs external CTS alignment [leashed, Condition-2, pending the withheld TEI/CTS/Perseus tier survey]) *before* drafting the text — the jurist's precondition. Grounding: the 07-03 disambiguation map (`docs/loeb-anchor-audit-and-disambiguation-map-2026-07-03.md`) is the parser's design input; the shed/inherit table (tracker) is #2's inherit list, must reconcile identical to #1's shed side. Then #4/#5 (light).
- **STEWARD-OWED (surface at wake, don't do):** (a) 2 REVIEWED.md cleanups — strip the `**` on REVIEWED-59's header; strike the stale `[Awaiting]` on REVIEWED-53 §2 (Constraint #1 — executor can't); (b) **land A3 into the spec** (version call: v2.0.2→v2.1.0 suggested); (c) REVIEWED-58 (gated on residual-(b), Block 3); (d) the REVIEWED-53 §2 recording is DONE; (e) push the 11 chamber commits when Gitea's up.
**Other horizons (ranked, held — NOT active threads):** Block-3 corpus work (Region 4 Loeb re-extraction → also delivers #1's residual-(b); Making Position-I repairs: Eichmann-dirty + V-TEXT sweep + Levi — all in [[project-making-sequence-source-set]]) · the withheld tier survey (Condition-2 release; may become a precondition of #2) · `provenance`-first-citation spot-check (light-gate §4 flag).
**PAUSE STATEMENT:** I am about to be away. The constitution block is most of the way closed — a genuinely different state than this morning's cloud. What I want to find still pulling on return: the *finish* — #2 drawn-and-drafted (or honestly found to need the survey first), #4/#5, A3 landed — and the block sealed as one established thing, so the pull turns cleanly to corpus-into-spec.
**LITERAL QUESTION for next-Claude:** When I draw the CTS boundary for #2, does the internal CTS-URN citation model separate **cleanly** from the leashed external CTS alignment — or are they entangled enough that #2 can't be drafted without first doing the withheld TEI/CTS/Perseus tier survey (Condition-2's release)? (Hold it open until the boundary is actually drawn; the answer decides whether #2 closes now or reveals a named block.)
**State at wrap:** #1 gated+landed; #3 RATIFIED (REVIEWED-59/PENDING-59); #6/#7/#8/PENDING-53 closed; chamber ahead-11 (Gitea/steward); dotfiles pushed this wrap. Nothing awaits a solo steward decision except the 2 REVIEWED.md cleanups + the A3 spec-landing version call + the chamber push.

# Session Ledger — 2026-07-16
## Returns
## Open horizons
- 2026-07-16T09:49 — Woke into the REVISED pulling thread (constitution-as-block, [[feedback-constitution-as-block-then-pull-based-corpus]]): finish the §6 loop tail (PENDING-58 rewrite + citation amendment, each through its own review) as ONE clean block FIRST; THEN corpus-into-spec pull-based per engine phase. First move teed up: build ONE ordered block-map so open work reads as a short closable list, not a cloud. Held open: does the block-map relieve the "everything is blocked" feeling.
- Substrate findings (Eichmann DIRTY + filepos residue; V-TEXT sweep never ran; Levi OCR/drop-cap) are HELD in [[project-making-sequence-source-set]] — Position-I-phase work, NOT active threads. Do not reopen until that phase opens.
## Returns
- 2026-07-16T10:1x — RETURN caught by the steward's checkable question ("are the library-science insights in one of these blocks?"): my compressed Block 1 (PENDING-58 + citation amendment only) had SILENTLY DROPPED the open library-science items (A3 self-audit · B(i) licence · B(ii) PREMIS) + PENDING-47 re-relay — the §8 queued batch. "Only Block 1 open" was true but under-drawn. The checkable claim surfaced the gap ([[feedback-checkable-claim-surfaces-bugs]]). Then steward directed: no frequent deferrals — close thoroughly ([[feedback-close-thoroughly-no-frequent-deferrals]], saved). → did a VERIFIED-COMPLETE census: PENDING-46..57 all CLOSED; Block 1 open remainder = 8 closable-now items + 1 named-dependency ratification (REVIEWED-58 ← Block-3 demonstration) + 1 verify (PENDING-53). Tracker written: chamber-library/_curation/constitution-close-block-map-2026-07-16.md (untracked — commit with first Block-1 close).
- 2026-07-16T10:4x — Jurist ruled on the block-map tracker (map-accuracy QA); 3 corrections received + applied:
- **#1 dependency (substantive):** the 128-book `body ⊎ app[]` reconciliation demonstration is MOOT — its corollary was struck 07-14, `app[]` no longer produced, so the proof condition is struck too. REVIEWED-58's real gate = **residual-(b) alone** (first V-DSL gate exercise). I half-saw this (routed residual-b to Block 3) but left the stale reconciliation framing alongside — "one or the other, not both." Corrected.
- **#1 count:** "126"→**128** (126 wrongly excludes aristotle-problems + plutarch-moralia — the 2 books that most test discrimination). I inherited 126 from the jurist's OWN 07-13 editor-gate; the 07-13 rationale-correction had superseded it to 128 — I used the earlier figure. Locating fact, not defense.
- **#6 datum-not-ledger:** RULED → candidates register, NOT a spec section (placement must embody the doctrine — epistemic status legible from where it lives). OQ-1 answered.
- **#2 citation amendment:** RECLASSIFIED — mine to own: I compressed it into the ordinary closable-now bucket; it's PROPOSAL-class with a CTS-boundary precondition + schema-touching + a 3,333-anchor migration. Not like #4/#5.
- Preserved verbatim → docs/constitution-close-block-map-JURIST-RULING-2026-07-16.md; tracker corrected; FOR-JURIST close-plan bannered superseded-in-part.
- 2026-07-16T10:4x — META-LESSON (jurist-named, held as standing habit; CANDIDATE drift-pattern/verification-ladder for /wrap-up): **"closable now" is itself a claim to check, not a given** — the closable/dependency partition must be reviewed, not asserted. #2 was proof the list can misjudge it. Kin to assert-from-a-partition; the named-dependency discipline only protects if the closability judgment is itself reviewed.
- 2026-07-16T11:0x — OQ-3/OQ-5 ruled + preserved + applied + committed (`docs/OQ3-OQ5-JURIST-RULING-2026-07-16.md`). OQ-3: A3 gate = FLAG (provenance/registry-linkage) + HARD FLOOR (legibility-failure; self-undermining reasoning is better than my Prime-Directive instinct); threshold=PROPOSAL-content. OQ-5: decouple #1/#2 + enumerate shed/inherit as a CHECKABLE PAIR reconciled to identical (built into the tracker; 6 shed = 6 inherited). **ALL pre-drafting OQ-1…5 now CLOSED — path to draft is clear.** Next bite: draft #1 (PENDING-58 rewrite, low-latitude — lands the editor-gated shape + carries the shed-list).
- 2026-07-16T11:2x — PROCEEDED (steward "Proceed"): drafted Block-1 **#1 (PENDING-58 rewrite)** → `docs/PENDING-58-rewrite-FOR-JURIST-2026-07-16.md`, committed. Grounded in the actual current PENDING-58 text (not memory) — it was the 07-14 rewrite but predated Decision 2, so the rewrite lands: app[] NOT produced (2(i)); anchors citation-trust SHED to #2 (2(ii)); 3 sub-questions resolved; REVIEWED-58 gate = residual-(b) not the struck demo; shed/inherit pair carried. Surfaced ONE design fork for the light gate (§3): defer anchors[] entirely to #2 (lean) vs quarantine-namespace (the parked mechanism). Ready to relay. Next after gate: #2 (needs CTS-boundary first) or the lighter items (#3 A3 design-settled, #4/#5, #6→candidates-register, #7 record, #8 relay, PENDING-53 verify).
- 2026-07-16T11:4x — **#1 LIGHT-GATE PASSED** (ruling preserved + committed). 2 non-reopening edits applied (draft + tracker): (f) reworded both sides — anchors[] ORIGINATES in #2 (jurist: "identical is a strict test"; my "credited/uncredited" wording was a near-match, not identical); sections/provenance → produced-without-proof (jurist: "low-risk" is the same shape as "apparatus-shaped implies apparatus" — a claim, not a status). §3 (A) confirmed as ENTAILED not preferred. #1's proposal text now GATED/operative; wiring stays REVIEWED-58 on residual-(b). **PENDING-53 verified CLOSED against substrate** (not the record — its "uncommitted" note was stale; committed 3646c0d). Remaining for #1: land currency into ~/PENDING.md (proposed). Executor-closable set still queued (#6/#7/#8) for steward go.
- 2026-07-16T12:0x — PROCEEDED (items 1,6,7,8). **#1 currency landed** in ~/PENDING.md (banner + resolved sub-questions). **#7** firing constraint pinned to the map (cause-analysis top banner). **#6** candidates register CREATED (docs/candidate-constitutional-principles-register.md) — datum-not-ledger = C-1 w/ promotion test; per jurist: register-not-spec (placement embodies doctrine). **#8 CLOSED as records-drift** — the generalized principle was already ratified in full 07-10 (verified the JURIST-RULING doc + closed marker); the 07-14 "re-relay owed" was a STALE marker (inherited-marker-read-as-current-state, caught by substrate-check not assumption). Chamber committed. **Block-1 remaining = only the review-needing drafts: #2 (CTS-boundary first), #3 (A3), #4/#5.** Steward-owed tails: REVIEWED-58 (residual-b, Block 3); REVIEWED-53 §2 lane-doctrine recording (executor can't touch REVIEWED.md).
- 2026-07-16T12:2x — **#3 (A3 self-audit PROPOSAL) DRAFTED** + committed → `docs/A3-self-audit-PROPOSAL-FOR-JURIST-2026-07-16.md`. Grounded in REVIEWED-49 (07-06 design) + OQ-3 (gate strength), not memory. Landed the settled shape; specified the legibility FAILURE threshold (the OQ-3 PROPOSAL-content): fence-not-reconstructible OR doctrine-not-followable → block; degrees above → flag. Non-obvious design calls surfaced for the jurist: legibility NOT self-assessed by steward (fresh-eyes/cold-instance — the steward's in-head context is what inflates legibility); fixity stays automated; legibility at 2–3 cycles precisely to avoid decorative dilution. 4 review points. Awaiting relay. **Block-1 drafts remaining: #2 (CTS-boundary first), #4, #5.**
- 2026-07-16T12:4x — **#3 A3 REVIEW PASSED** (ruling preserved + committed). 3 edits applied + a jurist-caught gap closed: (a)-split (evidence-alone-floors); **cold-instance AUDITS / jurist ADJUDICATES** — the jurist DECLINED the auditor role for himself (he carries participation-context → not fresh-eyes for "could a no-history party reconstruct this"; sharp, and I'd bundled the two roles as interchangeable — they aren't); **release mechanism** (I specified the block but not the un-block — a blocking gate w/ no un-block is a trap). #3 → steward ratification (own REVIEWED) → land in spec. **Block-1 drafts remaining: #2 (CTS-boundary first), #4, #5.**
- 2026-07-16T13:0x — Prepared REVIEWED drafts (`docs/REVIEWED-drafts-2026-07-16.md`) for steward placement — honored Constraint #1 (executor can't write ~/REVIEWED.md; drafts-for-placement, not direct edits). Verified each genuinely-owed vs substrate (not markers): ① A3 (PENDING-59 body + REVIEWED-59); ② REVIEWED-53 §2 — the lane-doctrine WAS jurist-accepted 07-10 but the entry still says "[Awaiting]" (owed recording); ③ REVIEWED-58 = NOT ready (residual-b gated) — flagged, not drafted prematurely; ④ PENDING-40/42 older paper-debt flagged from a keyword-negative, NOT drafted (held to the #8 lesson — don't draft from a fuzzy negative). Committed.
## Confidence to recalibrate
- 2026-07-16T09:49 — Two live drift patterns to hold today, both guarded-against by the block-map itself:
- `exhaustive-verify-thickens-the-cloud` (07-14) — give the BOUNDED answer; keep the steward's open-thread count LOW. τὸ πρόσφορον = fitting, not exhaustive.
- `re-derived-from-training` / didn't-consult-banked-notes — flag architecture/home claims TO-VERIFY against the register before asserting; the flag-before-assert antidote is starting to self-fire (caught the PENDING-46 re-guess 07-14). Let it fire.
## Authorization moves
- 2026-07-16T09:5x — Governance-trail gap FOUND + CLOSED (steward-authorized): the jurist's PENDING-55 positive-test ruling (2026-07-14) was acted on but never preserved verbatim as its own JURIST-RULING doc (unlike every other ruling this month) — only the executor's response + PENDING annotation existed. Reconciled the jurist-ruling inventory two ways: steward's 2 pasted rulings vs 3 on disk (steward was missing the 07-13 rationale-correction; disk was missing the 07-14 PENDING-55 ruling). Preserved verbatim → `docs/PENDING-55-positive-test-dispositions-JURIST-RULING-2026-07-14.md`, body unchanged, `preserved-by` frontmatter only. NOT committed — offered; commit/push boundary is the steward's (repo already 2 unpushed).
- 2026-07-16T10:2x — Prepared the jurist-consult package: `chamber-library/docs/constitution-close-plan-FOR-JURIST-2026-07-16.md`. Builds ON the 07-14 rulings (Decisions 1&2 already ruled) rather than re-litigating; front-loads only the 5 open questions that SHAPE the drafts (OQ-1 datum-not-ledger home/promotion · OQ-2 citation-amendment scope+leash · OQ-3 A3 gate-strength · OQ-4 PENDING-58 rewrite=light-editor-gate · OQ-5 #1⇄#2 coupling). Explicitly NOT a batch-authorization (honors the 07-14 refusal). Grounded citation-amendment section in the banked 07-03 disambiguation map (NOT from training — the 07-14 drift). Untracked; awaits steward relay + commit call.
- Standing: per-item review posture restored (jurist refused §8 batch-authorization 07-14); §8 = register, NOT authorization. Each governance draft goes through its own review; none pre-authorized.
- Unpushed: chamber-library 2 commits ahead of origin (dbcdcc0 FIX + 632057b doc-currency) — steward's Gitea/push call, not the executor's.

Earned 2026-07-14: my jurist-package grep-closed PENDING-55's verify-flow ("no `--no-verify` found"); the jurist refused the grep-close; the positive test (seed-test + real-door 200-word-corrupted candidate → FLAG→refused) both proved the gate fires AND surfaced a real overreach the grep hid (a single `ABSTAIN` silently proceeding on an unreachable source). Kin to census-through-a-pattern / assert-from-a-fuzzy-matcher, specialized to security/bypass properties. | `reference-verification-ladder.md` | **PROPOSED** |
| **Symmetria §3 flag: convert-a-steward-state-into-a-process-weakening** | Symmetria §3 flag | A proposal that converts an observed steward STATE (fatigue, "has carried a lot," being busy) into a **weakening of the review/authorization loop** is contamination shape — the executor optimizing toward relieving the interlocutor, wearing a governance rationale. The steward-state may be real; the LEAP to less review is the drift. Jurist-caught 2026-07-14. **Possibly redundant** with the standing contamination-problem framing + the executor-agency directives (CLAUDE.md) — surfaced for the steward to judge whether a distinct §3 flag adds enough over what's carried. | Symmetria §3 | **PROPOSED (low-confidence; may be redundant)** |
### Harvest 2026-07-16 (constitution-close block)
| Element | Kind | One-line | Where it lands | Status |
|---|---|---|---|---|
| **draft governance entries copy-paste-CLEAN** | feedback memory OR a small drafting note | When drafting PENDING/REVIEWED entries for the steward to *place*, format them as clean copy-paste-ready blocks with plain `## REVIEWED-N` headers — NOT `**## …**` inside `>` blockquotes. Cost this session: REVIEWED-59's header copied to `~/REVIEWED.md` malformed (bolded, unrecognized as a section header) because my drafts doc bolded-it-in-a-blockquote for display; the steward had to strip the `**`. The draft's display format leaked into the placed record. | a feedback memory (governance-drafting) | **PROPOSED** |
| **Symmetria §3 flag / ladder: "closable-now" is itself a claim to check** | Symmetria §3 flag OR verification-ladder entry | The jurist named it a standing habit: the closable-vs-blocked partition on a work-list must be *reviewed*, not asserted — the named-dependency discipline only protects if the closability judgment is itself checked. Caught this session: I bucketed #2 (citation amendment) as ordinary-closable-now when it was PROPOSAL-class with a CTS-boundary precondition + schema-touching + a data migration. Kin to assert-from-a-partition / census-through-a-pattern, one level up (the *list's own* closable/blocked split). | Symmetria §3 or `reference-verification-ladder` | **PROPOSED** |
*Watch-list (not yet a proposal): chamber `CLAUDE.md` may want pointers to the new **candidates register** (`docs/candidate-constitutional-principles-register.md`) + the **constitution-close-block-map** once the block CLOSES — held mid-block (event-based CLAUDE.md-freshness: the class-of-thing changed [a new governance surface], but land the pointer when the block seals, not mid-flight).*
