Reason: the jurist's analysis of Anthropic's September 2026 threat report (2026-09-11) found the preferences' Standing Context badly stale: generated 2026-07-28, 16 open items where the register now holds 54, last ruling REVIEWED-82 where the register is at REVIEWED-139.
