Steward directive, 2026-07-16, named while refining the constitution block-map: "Frequent deferrals is how we came to the current state. If it makes sense, I would like to progress in a thorough fashion even if it is more labour intensive, in order to be able to say that we have truly closed that which is closable."
Prompted by my recommendation to defer the lighter §8 items (B(i) licence · B(ii) PREMIS · PENDING-47) to keep Block 1 lean — the exact expedient move that built the cloud.
Why: each deferral is reasonable in isolation; the pile of deferred items is the very cloud that discourages him (feedback-constitution-as-block-then-pull-based-corpus — "mining in too many directions"). A block with pieces deferred is not "one established block"; it is a partially-open block wearing the word closed. So thoroughness-to-true-closure is not extra labour beside the goal — it IS the block-discipline's goal. This is the Prime Directive's "do things once, correctly" applied to closure.
How to apply:
- When closing a block, close all of it that is closable now — do not defer the lighter items to keep the block cosmetically small.
- Distinguish closable-now (drafting + its own review) from genuinely blocked (depends on a later phase's output). For anything not closable now, name the specific dependency — never a vague "defer."
- "Truly closed that which is closable" is the yardstick: at block-close, be able to say every non-blocked item is done, and every blocked one has a named, dated dependency.
- Note the "if it makes sense" — this is judgment-invited, not a command to close everything everywhere. The thoroughness is within the block in hand (concentrated on ONE block, per feedback-shorter-concentrated-sessions), taken all the way — not thoroughness spread across many blocks (that would re-thicken the cloud).
Resolves the apparent tension with feedback-shorter-concentrated-sessions: still one concentrated block, but taken to complete closure rather than expedient partial-close. Complement to feedback-constitution-as-block-then-pull-based-corpus (sequencing) — this is the completeness rule for the block you are on.
