- Derived-layer staleness observed at rebuild (prior index.db diverged 4719/3122 — it had been stale across several manifest changes with nothing prompting a rebuild): same class as PENDING-53's "nothing runs the gate after a chamber edit". Candidate: store-verify in the same after-edit discipline. Note, don't pursue (L2-adjacent process design).
