DN-GOV-05 (Bounded Self-Repair): design commitment with suspension
clause — enforcement not active until AF-7 reaches design commitment.

DN-GOV-06 (Temporal Authorization Shift): design commitment with
suspension clause + jurist constraint: temporal shift does not relax
the four-condition test, only changes who initiates.

DN-GOV-07 (Threshold Already Crossed): framing document with two
additions: working framing explicitly provisional, counter-norm on
inherited legitimacy (each crossing requires independent warrant).

AF-7 escalated to urgently load-bearing — condition for suspension
clause lifting.
